Clark Green City is the new 9,450 hectare emerging smart city being developed in the Capas, Tarlac Municipality region. New Commercial Energy has signed an MOU to develop a waste-to-energy power plant to provide base load power to the regional grid. Capas and the surrounding region encompassing the former Clark Air Base will be home to 1.5 million people with rapid transit to Metro Manila, Clark International Airport, and Subic Freeport.

The Honorable Reynaldo L. Catacutan's vision to address the region's municipal solid waste and growing power demands coincide with the development of Clark Green City. New Commercial Energy, Concord Blue technology, and Lockheed Martin engineering will transform the region's municipal solid waste into electricity with no incineration or pollution for pure, green energy in the Philippine Metropolis of the Future.
